Medical Leave (Commuted Leave) Lene Ke Sakht Niyam: Private vs CGHS Doctor Certificate

Insan ka shareer hai, kabhi na kabhi typhoid, dengue, ya severe viral fever ka shikar ho hi jata hai. 1. HPL Ko Commuted Leave (Full Pay) Me Convert Karna

Har saal employee ke account me 20 Half Pay Leave (HPL) credit hoti hain. Agar aap bina medical certificate ke HPL apply karenge (family event ke liye), to aapko us din ki basic pay aadhi (half) milegi.

Manna lijiye aapko 10 din ka bed rest chahiye, to aapki application '10 days Commuted Leave' par jayegi, aur system backend se aapke balance se 20 HPL deduct kar lega.

2. Medical Certificate Kaun Banayega? (CGHS vs AMA vs Private)

  • Gazetted Officers (Group A & B): Inke liye rule slightly tight hai. Inhe apna Medical Certificate primarily 'CGHS Dispensary' ke doctor se ya fir government approved AMA (Authorized Medical Attendant) se hi issue karwana hota hai. Private clinic ka certificate aksar questioning ke andar aa jata hai.
  • Non-Gazetted Staff (Group C): Inke liye thodi flexibity hoti hai. Agar area me CGHS ya AMA naturally available nahi hai, to ye ek registered private medical practitioner (RMP) (jaise MBBS/MD private clinic doctor) se prescribed format (Form 3/4) me certificate la sakte hain. Dhyan rahe, doctor ka registration number certificate par prominently dikhna chahiye.
  • Ayurveda/Homeopathy: Agar treatment formally registered AYUSH doctors se liya gaya hai, to wo certificate bhi legally admisible hota hai.

3. The Application Timing Constraint (Ghar Baithe Chhutti)

Ek bhranti (myth) hai ki beemar hone par bas call karke 10 din baad certificate le aana kafi hai. Rule kehta hai ki employee ko 'within 48 hours' of sickness apne controling officer ko officially inform karna chahiye (email ya letter/message ke through) aur jab tak medical condition properly certify na ho jaye, formal application initiate kar deni chahiye.

Agar aap office se bina bataye 15 din absent rehte hain aur aane ke baad kisi private clinic ka randomly back-dated medical certificate thama dete hain, to HOD use 'unauthorized absence' declare karke enquiry setup kar sakta hai ya District Medical Board se aapki dubara janch (Second Medical Opinion) ki demand kar sakta hai.

4. Fitness Certificate Before Joining Duty

Medical Leave par jana asan hai, par wapas aana technically rule-bound hai. Ek baar aapne formally Commuted leave le li, to aap duty par tab tak physical report/sign nahi kar sakte jab tak aap ek 'Certificate of Fitness' usi level ke doctor (jisne chhutti di thi ya equivalent rank) se lakur submit na karein.

Fitness certificate clearly ye declare karta hai ki 'The employee has recovered and is now physically and mentally fit to resume their official duties'. Bina iske joining deny kar di jati hai aur chhutti ka period further badha hua (extend) mana jata hai.
