Probation Period Me Discharge Aur Departmental Exams Fail Hone Ka Khatra
Government job me entry le lena pahla kadam (first step) hai, lekin permanently Government machinery ka hissa ban-na (Confirmation) doosra aur sabse bada kadam hai. Joining ke baad lagbhag har Inspector, Sub-Inspector, Auditor, aur Officer level post par 2 saal ka Probation aur 'Induction Training' period hota hai. Aam taur par freshers sochte hain ki Training ka matlab maze karna, P.T. karna aur salary aana hai. Lekin reality ye hai ki is period ke end me RTI, FRSR, Administration aur Departmental rules par aadharit rigorous 'Departmental Confirmation Exams' liye jate hain. Agar koi candidate in exams ko diye gaye attempts me clear nahi kar pata, to DoPT guidelines ke according use bina kisi lamba enquiry process ke directly job se nikal (Discharge) diya ja sakta hai. Is highly informative post me hum Probation Extension ke mechanics aur Departmental exams ko smartly crack karne ki practical approach ko decode karenge.
1. Departmental Exam Ka Structure
Jab aap Audit/Accounts department, Income Tax, Excise, ya State PCS me aate hain, to training institute aapka exam leta hai jise alag-alag naam (jaise SAS exam, Confirmation Exam) diye jate hain. Isme Law, Office Procedure, Accountancy, aur Drafting ke papers hote hain.
In exams ka passing mark usually 50% hota hai (jo traditional graduation exams se high hai). Ye papers objective aur subjective dono type ke ho sakte hain. Jo log background me art/history se hain, unhe suddenly Government Accountancy aur Law ki language padhne me heavy problem face karni padti hai.
2. Attempts Aur Extension of Probation
- Aapko normally exam clear karne ke liye 2 ya 3 attempts diye jate hain jo har 6 mahine me conduct hote hain.
- Agar aap pehle 2 saal (standard probation period) me in exams ko paas nahi karte, to Appointing Authority ek official order nikal kar aapka probation 6 mahine ya 1 saal ke liye 'Extend' (badha) deti hai.
- Nuksan (Loss): Probation extend hone ka matlab hai aapka pehla Annual Increment ruk (freeze) jata hai. Jab tak aap paper paas nahi karenge, aapki salary nahi badhegi aur seniority register me aap un batchmates se neeche ho jayenge jinhone time par exam clear kar liya tha.
3. The 'Discharge' Clause (Naukri Se Nikalna)
Government rulebook me 'Termination' (Disciplinary dismissal) aur 'Discharge' me difference hai. Probation par jo employee hota hai, use 'Discharge from service' kiya ja sakta hai. Agar 3 attempts (ya extended probation ki final date) khatam hone ke baad bhi candidate totally fail ho jata hai, to authority ek line ka order pass karti hai ki 'The candidate is unsuitable for service', aur job wahi khatam ho jati hai.
Defence (Army/Navy), CAPFs (BSF/CISF), aur Railways me physically fail hone par ya weak weapon handling/shooting ke aadhar par 'Relegation' (agle naye batch me bhej dena) hota hai. Wahan bhi bar-bar relegation discharge me badal jata hai.
4. How To Survive And Clear Easily
Sarkari departmental exams ka ek simple logic hota hai: 'Pichle 10 saal ke Previous Year Questions (PYQs) hi repeat hote hain'. Aisa isliye kyunki rules aur act (law) normally jaldi badalte nahi hain.
Training ke dauran apne senior (Superintendent ya Section Officer) jinhe pichle saal promote kiya gaya tha, unse purane notes aur unki banayi hui highlight ki gayi Bare Acts ki copies maang lein. Office desk par free time me Facebook dekhne ki bajaye Service Rules padhein. In exams ko casually lena poori mehnat par paani pher sakta hai.
